Borra is a group of islands that the Elai inhabit. It it far out to sea from the coast of Si and only the main island, which is in the shape of a crescent moon, is inhabited. This is because of raiders who have attacked them and driven them away from the smaller islands. The raiders like to harvest natural plants and animals for profit, this is seen with the Sea Bell.
The main city in Borra is reached by an underwater passage, however there is another way through the lookout which goes straight to the palace. The land outside the city is used for food production.
