Kito is the Expatriate Administrator to the Guild. He spends most of his time in Vin. In his country, lads are not tolerated. Thats why he shows a great disdain towards lads.

Spoilers from "The High Lord"

Kito returns to the Guild in The High Lord, for the trial of Dem Marane and the other Elyne rebels. After asking Dannyl about Tayend of Tremmelin and his "straightness" he asks him if he found Tayend something more than a friend. Dannyl answers Kito with a lie, teling him that he considered the scholar just as a help with his investigations. Even though Kito is relieved to hear this, he still showed some disdain at him, just for having Tayend as a friend.
